January 6, 2015 – An employee of the Baltimore City Department of Transportation pleaded guilty to committing a fraudulent overtime scheme. Andrew Wilson, a contract administrator, pleaded guilty to one count of a theft scheme between $10,000 and $100,000. Wilson received Probation Before Judgment, and was placed on five years’ supervised probation. 

The Baltimore City Office of Inspector General launched an investigation into the reported overtime at the department’s Contract Administration Division in July of 2014 after receiving a tip. Wilson allegedly forged the signature of his supervisor on overtime authorization forms and submitted these falsified documents in order to receive pay for 2,227 hours of overtime that was not performed totaling $72,823.40, according to the OIG. Baltimore City Inspector General Robert H. Pearre, Jr. said “The OIG has a zero tolerance policy for time fraud and it will not be tolerated at any level.” Wilson has been terminated from city employment.
